  Scot J. Dubé

  Chief Executive Officer

  Scot is a proven executive with 15 years experience as President & CEO of 2 medical device companies that enjoyed great growth and financial results. Scot’s skills include P&L management, acquisitions, including full, successful integrations, and creating and fostering great cultures with performance management in focus. He is a collaborative leader and empowers his team members to excel and enjoy their work. As the CEO of a major medical compression company, Scot learned many best practices in Venous and Lymphatic Medicine. He has extensive experience collaborating with key opinion leaders globally as evidenced by his 5-year board participation with the Foundation for Venous and Lymphatic Disease (Part of the AVLS) and served as Treasurer for 2 years. Scot is a Biochemist and attended Rutgers Graduate School MBA program to round out his scientific training. His current hobbies include pickleball and weight training. While at Boston College, Scot was a 4-year member of the swimming and water polo teams, is a cyclist, and holds a 2nd Degree Black Belt in Tae Kwon Do.

  Chris Pittman, M.D., FAVLS, FACR

  Chris Pittman, M.D., FAVLS, FACR is Managing Director of Health Performance Specialists, has over 25 years of medical practice and management experience, is a 24-year cancer survivor, and is a nationally recognized expert in health care policy and politics, medical economics, and health information technology. He is the Medical Director and CEO of Vein911® Vein Treatment Centers and chief cultivator of a strategy-eating healthcare culture delivering world-renowned, award-winning medical and cosmetic vein care. Dr. Pittman is dual board-certified in Vascular and Interventional Radiology, Diagnostic Radiology, and a Diplomate of the American Board of Venous and Lymphatic Medicine. He is administrator of the worldwide, Foam Sclerotherapy Experts LinkedIn Group. Dr. Pittman is Board Manager of the Tampa Bay Integrated Healthcare Network, a successful, physician-directed, clinically integrated network partnered with Florida Blue, Cigna, Aetna, and Oscar. He also serves as Affiliate Assistant Professor of Radiology, University of South Florida Morsani College of Medicine. Dr. Pittman serves on the advisory boards of: Tactile Medical (TCMD:NASDAQ) — the market leader in developing and marketing at-home therapy devices that treat lymphedema and chronic venous insufficiency. Automated Clinical Guidelines — a health information technology company who’s mission is organizing the world’s medical information making it useful and valuable at the point of care. Venous and Lymphatic Medicine is the AMA-designated specialty dedicated to the diagnosis and treatment of vein disorders. Dr. Pittman is highly trained in the latest vein treatment technology and techniques. There are less than 1000 physicians in the USA who hold this certification. He is a board-certified Vascular and Interventional Radiologist or minimally invasive endovascular surgeon and a board-certified Diagnostic Radiologist. Dr. Pittman is a magna cum laude graduate of the University of Florida and was elected to membership in Phi Beta Kappa. He earned his medical degree from the University of South Florida College of Medicine, scoring 99th percentile on the national medical board exam. He was permitted to waive a first-year internship and immediately began a residency in Diagnostic Radiology at St. Louis University Medical Center followed by consecutive, dual fellowships in Interventional Radiology and Vascular Radiology at the University of California – San Diego Medical Center. Dr. Pittman is an Affiliate Assistant Professor, Department of Radiology, University of South Florida Morsani College of Medicine and founded the Vascular and Interventional Radiology fellowship training program at the University of South Florida College of Medicine in 1996. He has served as principal investigator for a Vascular and Interventional Radiology clinical research trial and has published numerous peer-reviewed journal articles including a book chapter on how to prevent complications during minimally invasive, image-guided procedures in Complications in Diagnostic Imaging and Interventional Radiology, Third Edition. Dr. Pittman is an active and proud member of the American Vein and Lymphatic Society (AVLS) and at the national level he serves on the Board of Directors of the AVLS and represents the AVLS as Delegate to the American Medical Association.

  Cassandra Wilcoxson

  Director of Operations

  Cassandra Wilcoxson is the Director of Operations for Health Performance Specialist, and has over 15 years in the service and healthcare industries. She is extremely aware of the intersection between the clinical, billing, and experience portions of the healthcare industry. Cassandra is a proud Bull as she graduated from the University of South Florida with a Bachelor’s in Biomedical Sciences. Cassandra grew up in Florida and has lived in the Tampa Bay Area for over 15 years. When she is not working, she enjoys spending time with her husband and their two rescue dogs.

  Lee Dragoonis

  Director of Growth Strategy

  Lee Dragoonis is a seasoned healthcare technology professional with over fifteen years of experience. He focuses on helping independent medical practices thrive in a constantly changing environment. He also has a deep understanding of leveraging technology in a value-based environment and participating in value-based care initiatives., which keeps patients at the center while controlling costs. Lee is the founder of Value Based Consultants, a healthcare technology consulting firm specializing in high-quality/low-cost solutions for private practices. Outside of work, Lee enjoys spending time with his wife and three kids in Tampa Bay, Florida, engaging in various outdoor activities like pickleball, golf, and soccer. He lives a balanced life, with a passion for his work and enjoying his personal time. Lee is dedicated to growing the HPS Network. His practical approach and dedication to improving patient care through innovation and support for independent practices make him a wonderful addition to the HPS team.

  Radha V. Bachman

  General Counsel | Board-Certified in Health Law

  Radha Bachman serves as HPS General Counsel, contracted through FisherBroyles. As the daughter and sister of physicians, Radha Bachman is uniquely aware of the intersection between clinical, business, and legal objectives in healthcare. Her clients include a diverse array of healthcare entities with a focus on single and multi-specialty physician groups, assisted living owner-operators, and ambulatory surgery centers. She regularly assists these clients in structuring and executing deals with third-party investors and private equity organizations, provider-to-provider mergers and acquisitions, corporate document preparation, Medicare revalidations, and general contract review. Her expertise extends to state and federal healthcare regulatory matters. Ms. Bachman regularly helps healthcare clients develop legally compliant relationships, considering the myriad governmental and payor requirements. Ms. Bachman is one of only 129 attorneys in Florida to be board-certified in Health Law by The Florida Bar. She serves as the Vice Chair of the Health Law Board Certification Committee of the Florida Bar, Chair of the CLE Committee of the Florida Bar Health Law Section, and a member of the American Health Lawyer’s Diversity + Inclusion Council. Ms. Bachman has been selected as a Florida Super Lawyer and a Chambers USA Up and Comer in the practice of health care law and is a frequent lecturer on substantive health care law topics as well as mentorship and diversity in the legal profession.

  Brooke brings over 20 years of design and marketing expertise to the HPS team, along with a passion for helping businesses thrive. Her career has spanned a diverse range of roles, from Art Director for a leading medical device company to designer in multiple ad agencies and even skilled commercial photographer. With an A.S. in Graphic Design and a deep understanding of SEO, digital marketing, and strategic planning, Brooke blends artistic flair with a results-oriented approach. But Brooke’s expertise goes beyond aesthetics, she’s also strategic. She knows how to blend eye-catching design with smart marketing tactics to get real results. And that’s exactly what she’s doing for our HPS members. Think website makeovers that attract new patients, social media campaigns that get people talking, and marketing materials that make your practice stand out from the crowd. Outside of the office, Brooke is a certified SCUBA diver and volunteers her photography skills to help shelter animals find their forever homes. At home, she enjoys the playful company of her hairless cats, whose antics inspire her creative spirit. (If you’re ever on a video call with her, they will probably make an appearance!)
